That he who blesseth himself in the earth shall bless himself in the God of truth; and he that sweareth in the earth shall swear by the God of truth; because the former troubles are forgotten, and because they are hid from mine eyes.
Anyone who asks for blessings on earth will ask for them from the God of truth; and anyone who makes a promise on earth will make that promise by the God of truth. This is because the past troubles will be forgotten and hidden from my sight.
God is saying that in the future restoration, people will turn to Him as the one true God for blessings and promises because all past troubles will be completely forgotten.
