And Aaron shall bear the names of the children of Israel in the breastplate of judgment upon his heart, when he goeth in unto the holy place, for a memorial before the LORD continually.
When Aaron enters the holy place, he will carry the names of all the tribes of Israel on the breastplate over his heart. This will be a constant reminder before the LORD.
God is showing that the high priest carries all of God's people close to his heart when he comes before God, symbolizing how God remembers and cares for each person.
