This verse is part of the second census of Israel taken near the end of their 40-year wilderness journey, as they prepared to enter the Promised Land. The Israelites were being counted by tribes and families to organize them for both military service and land distribution. Jashub and Shimron were sons of Issachar, one of Jacob's twelve sons, and their descendants had grown into distinct family groups within the larger tribe.
