This verse is part of the second census taken by Moses in the wilderness, about 40 years after the Israelites left Egypt. The census was conducted to count the new generation that would enter the Promised Land, since the previous generation had died in the wilderness due to their disobedience. Issachar was one of the twelve tribes of Israel, descended from Jacob's son Issachar.
