This occurred after Israel's victory over the kingdoms east of the Jordan River, but before crossing into Canaan proper. The tribe of Reuben, along with Gad and half of Manasseh, had requested to settle on the fertile grazing lands east of the Jordan because they had large herds of livestock. Moses agreed to their request on the condition that their fighting men would cross over and help the other tribes conquer the land west of the Jordan.
