The Horims also dwelt in Seir beforetime; but the children of Esau succeeded them, when they had destroyed them from before them, and dwelt in their stead; as Israel did unto the land of his possession, which the LORD gave unto them.
The Horites used to live in Seir long ago, but the descendants of Esau took over their land after defeating them and settled there instead. This was similar to what Israel did when they took possession of the land that the LORD gave them.
This verse explains how God allowed different peoples to conquer and settle in the lands He had designated for them, just as He did for Israel.
📚 Historical Context
This passage is part of Moses' historical review as the Israelites prepared to enter the Promised Land. The Horites were an ancient people who lived in the mountainous region of Seir (later called Edom), and Esau's descendants (the Edomites) had displaced them generations earlier. Moses is drawing a parallel between how God gave the Edomites their land and how He was now giving Israel theirs.
