Out of the portion of the children of Judah was the inheritance of the children of Simeon: for the part of the children of Judah was too much for them: therefore the children of Simeon had their inheritance within the inheritance of them.
The tribe of Simeon received their land from within Judah's territory, because Judah's portion was too large for them to use by themselves. So Simeon's inheritance was located inside Judah's boundaries.
The writer is explaining that the tribe of Simeon received their land from within Judah's territory because Judah had been given more land than they needed.
📚 Historical Context
This verse describes the division of the Promised Land among the twelve tribes of Israel after they conquered Canaan under Joshua's leadership. Judah had received the largest territorial allotment, which proved to be more than they could effectively settle and manage. Rather than waste good land, Simeon was given cities and surrounding areas within Judah's borders in the southern region.
