Let mine outcasts dwell with thee, Moab; be thou a covert to them from the face of the spoiler: for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land.
Let my exiled people find refuge with you, Moab; be a hiding place for them from those who would destroy them. For the one who takes by force will come to an end, the destroyer will stop, and the oppressors will be wiped out from the land.
This verse is asking Moab to provide shelter and protection for God's displaced people, with the promise that their enemies will eventually be defeated.
