And it shall be for a sign unto thee upon thine hand, and for a memorial between thine eyes, that the LORD’s law may be in thy mouth: for with a strong hand hath the LORD brought thee out of Egypt.
This will be like a sign on your hand and a reminder in front of your eyes, so that the LORD's teaching will always be on your lips. Remember that the LORD brought you out of Egypt with his mighty power.
God is telling the Israelites to keep his laws constantly in mind and on their lips as a reminder of how he powerfully rescued them from slavery in Egypt.
📚 Historical Context
This verse comes right after God's instructions about the Passover and dedicating firstborn children to him following the Israelites' exodus from Egypt. God is establishing rituals and reminders to help the people remember their miraculous deliverance from slavery. The reference to signs on hands and between eyes would later develop into the Jewish practice of wearing phylacteries (small boxes containing scripture) during prayer.
