This psalm was written by David when King Saul had sent men to watch David's house in order to kill him. David is comparing his enemies to wild dogs that roam the streets at night, scavenging and making noise but ultimately finding nothing. In ancient cities, stray dogs would often roam the streets at evening, searching for food and making disturbances.
