In the Book of Numbers, the Israelites were encamped near the Moabites and fell into idolatry and immorality by worshiping Baal of Peor, which provoked God's anger and led to a devastating plague among the people. Phinehas, a priest, took decisive action to stop the plague by executing an Israelite man and a Midianite woman who were involved in the sin. God then spoke to Moses in verse 16, continuing His instructions on how to deal with the Midianites who had enticed the Israelites.
