This occurred during Israel's 40-year wilderness wandering after leaving Egypt. The Edomites (descendants of Esau) had refused to let Israel pass through their land, forcing them to take a much longer route around Edom's borders. Mount Hor was where Aaron, Moses' brother and Israel's high priest, had recently died, adding to the people's discouragement.
