This verse is part of the second census of Israel taken in the wilderness before entering the Promised Land, about 40 years after leaving Egypt. Moses and Eleazar were counting all the fighting men to organize the tribes for conquest and settlement. The census also served to determine how the Promised Land would be divided among the tribes based on their population.
