This verse comes during Nehemiah's second term as governor when he was reforming temple practices that had been neglected. The Levites and temple workers had been forced to abandon their duties because the people weren't bringing their tithes, so the temple couldn't support them. After Nehemiah confronted the leaders and restored proper oversight, the people resumed their faithful giving.
