Jesus spoke these words when religious leaders tried to test him by asking which commandment was greatest. He had just quoted the command to love God with all your heart, and now gives the second greatest commandment about loving others. In Jewish culture, 'neighbor' originally meant fellow Israelites, but Jesus would later expand this definition to include all people.
