This occurs after the devastating civil war between the tribe of Benjamin and the other eleven tribes of Israel. The Israelites had gathered at Mizpah and made an oath that anyone who didn't come to fight against Benjamin would be put to death. When they counted who was present for the assembly, they realized the entire city of Jabesh-gilead had been absent from this crucial gathering.
