This is part of Joshua's farewell address to the Israelite leaders near the end of his life, after they had conquered much of Canaan. The land allocation by 'lot' was a common ancient practice where they would cast stones or other objects to determine God's will in dividing territory among the twelve tribes. Some Canaanite nations still remained unconquered, but God had promised these lands would also belong to Israel.
