This occurred during the distribution of land east of the Jordan River, before the Israelites crossed into Canaan proper. The tribe of Gad, along with Reuben and half of Manasseh, had requested to settle in the fertile grazing lands they had already conquered on the east side of the Jordan because they had large herds of livestock. Moses agreed to their request on the condition that their fighting men would still help the other tribes conquer the land west of the Jordan.
