This verse comes during Jeremiah's prophecy about Israel's restoration after their exile and punishment for unfaithfulness. God is promising that despite their current spiritual leaders failing them, He will eventually provide godly shepherds who will properly care for and teach His people. This was written during a time when many of Israel's priests and leaders had led the people astray into idolatry.
