Thus speaketh the LORD of hosts, the God of Israel, saying, Because thou hast sent letters in thy name unto all the people that are at Jerusalem, and to Zephaniah the son of Maaseiah the priest, and to all the priests, saying,
During the Babylonian exile in the 6th century BC, the prophet Jeremiah was sending letters to the Jewish exiles in Babylon, urging them to settle in their new surroundings and ignore false prophets who promised an immediate return to Jerusalem. One such false prophet, Shemaiah, had written deceptive letters to the people in Jerusalem and to Zephaniah, a priest there, claiming prophetic authority and stirring up opposition to Jeremiah's genuine message. God, through Jeremiah, was directly confronting this falsehood to protect His people from misleading influences.
