This prophecy was given during the final years of the kingdom of Judah, around 605-586 BC, when the Babylonian empire was rising to power. Jeremiah was warning the people of Jerusalem that their persistent rebellion against God would result in being conquered and taken captive to Babylon. This verse was part of God's judgment message that would soon be fulfilled when Nebuchadnezzar destroyed Jerusalem and exiled the Jewish people.
