This verse refers to the northern kingdom of Israel (Samaria was its capital) before it fell to Assyria in 722 BC. The prophets there had abandoned worshiping the true God and instead prophesied in the name of Baal, a Canaanite fertility god. This spiritual corruption was one of the major reasons God allowed the northern kingdom to be conquered and its people exiled.
