Therefore thus saith the LORD concerning the king of Assyria, He shall not come into this city, nor shoot an arrow there, nor come before it with shields, nor cast a bank against it.

This prophecy came during King Hezekiah's reign when the powerful Assyrian army under Sennacherib had surrounded Jerusalem and was threatening to destroy it. God gave this promise through the prophet Isaiah to assure Hezekiah and the people that Jerusalem would be completely protected.
