This prophecy was given during the reign of Hezekiah when the Assyrian Empire under Sennacherib was threatening Jerusalem around 701 BC. God had been using Assyria as his instrument to judge Israel and other nations, but the Assyrian king had become incredibly proud and boastful about his conquests. Mount Zion refers to the hill where Solomon's temple stood in Jerusalem.
