This advice came from Moses' father-in-law Jethro, who visited Moses in the wilderness and saw him trying to judge all disputes among the Israelites by himself from morning until evening. Jethro wisely suggested that Moses appoint trustworthy leaders to handle smaller cases while Moses focused on major decisions and teaching God's laws. This became one of the first examples of organized government structure among the Israelites.
