This verse comes during Moses' final speech to the Israelites before entering the Promised Land. The Israelites had been wandering in the wilderness for nearly 40 years as punishment for their lack of faith when they first reached Canaan's border. God is now directing them to stop circling around Mount Seir (in Edom) and begin their final journey toward the land He promised them.
