This psalm was written during or after the Babylonian exile (586-538 BC), when the Babylonians had destroyed Jerusalem, burned the temple, and forced the Jewish people into captivity. The Babylonians had shown great cruelty to the Jews, and this verse expresses the psalmist's belief that God's justice would eventually prevail. 'Daughter of Babylon' was a poetic way of referring to the city and empire of Babylon.
