This verse refers to Gideon (also called Jerubbaal), the judge who had delivered Israel from Midianite oppression. In ancient times, prominent men often had concubines in addition to wives, which was a accepted practice though not God's original design. Shechem was an important Canaanite city, and Abimelech would later cause great trouble for Israel by murdering his brothers and attempting to become king.
