This occurs after Israel had conquered much of the Promised Land under Joshua's leadership. The tribes of Judah, Ephraim, and Manasseh (Joseph's sons) had already received their territorial inheritances, but seven tribes were still waiting for their portions. Joshua was organizing a systematic survey and division of the remaining land.
