This is part of Zophar's second speech to Job, where he's describing what he believes happens to wicked people. Zophar and Job's other friends were convinced that Job's suffering must be punishment for hidden sins, so they kept describing how the wicked are destroyed. In ancient Middle Eastern culture, being forgotten after death was considered one of the worst fates possible.
