This verse was written during or after the Babylonian exile when the northern kingdom of Israel (including Samaria) had been devastated and its people scattered. Samaria had been the capital of the northern kingdom before it fell to the Assyrians in 722 BC. The promise of planting vineyards represents restoration of agricultural life and economic stability that had been lost through war and exile.
