This is spoken by Hananiah, a false prophet who was contradicting Jeremiah's message that the Babylonian exile would last 70 years. Nebuchadnezzar had already conquered Jerusalem and taken the sacred temple vessels to Babylon as spoils of war. Hananiah was telling the people what they wanted to hear - that their suffering would end quickly - rather than God's true message through Jeremiah.
