This verse comes after Moses had spent time alone with God on Mount Sinai receiving the Ten Commandments and other laws. When Moses first came down from the mountain, his face was glowing so brightly from being in God's presence that the people were afraid to approach him. Only after Moses put a veil over his face were the people comfortable enough to come near and receive God's instructions.
