This promise was given to Moses at the burning bush, before he returned to Egypt to lead the Israelites out of slavery. God was preparing Moses for the exodus by assuring him that the Israelites wouldn't leave as destitute refugees, but would be compensated for their years of unpaid labor. This promise was later fulfilled when the Egyptians gave the Israelites gold, silver, and clothing as they departed.
