This is part of the Assyrian king Sennacherib's intimidation speech to Jerusalem around 701 BC. He had already conquered the northern kingdom of Israel (Samaria) in 722 BC and was now threatening Judah. The cities mentioned - Hamath, Arpad, Sepharvaim, Hena, and Ivah - were all previously conquered by Assyria, and their local gods had proven powerless to defend them.
