This is part of the Assyrian field commander's speech to the people of Jerusalem during King Hezekiah's reign (around 701 BC). The Assyrians had conquered most of Judah and were now besieging Jerusalem, trying to convince the people to surrender. The commander was using psychological warfare, claiming that their God had actually sent the Assyrians to destroy them.
