This is part of Solomon's prayer at the dedication of the temple in Jerusalem, around 960 BC. He is prophetically acknowledging that Israel will one day be conquered and taken into exile because of their disobedience to God. Solomon is asking God to be merciful to them even in their future punishment and to soften the hearts of their captors.
