Then I beheld all the work of God, that a man cannot find out the work that is done under the sun: because though a man labour to seek it out, yet he shall not find it; yea farther; though a wise man think to know it, yet shall he not be able to find it.
Then I saw all of God's work, and realized that people cannot figure out what God is doing on earth. Even when someone works hard to understand it, they still won't be able to figure it out. Even if a wise person thinks they can understand it, they still won't be able to discover it.
The writer is saying that God's ways and purposes are beyond human understanding, no matter how hard we try or how wise we think we are.
