God is promising that even when his people face severe hardship in the future, they can always return to him and find help by listening to his voice.
📚 Historical Context
In the book of Deuteronomy, Moses is delivering a farewell address to the Israelites on the plains of Moab, just before they enter the Promised Land, emphasizing the importance of covenant faithfulness to God. He warns them that disobedience will lead to tribulation and exile in the latter days, which refers to future periods of judgment in Israel's history. However, Moses also offers hope by promising that God will respond with mercy if the people repent and return to Him.
