If a man vow a vow unto the LORD, or swear an oath to bind his soul with a bond; he shall not break his word, he shall do according to all that proceedeth out of his mouth.
If a man makes a promise to the LORD, or swears an oath that commits his soul to something, he must not break his word. He must do everything he said he would do.
God is teaching that when someone makes a promise or vow to Him, they must keep their word completely and follow through on what they committed to do.
