Neither did Zebulun drive out the inhabitants of Kitron, nor the inhabitants of Nahalol; but the Canaanites dwelt among them, and became tributaries.
The tribe of Zebulun didn't drive out the people living in Kitron or Nahalol either. Instead, the Canaanites continued to live among them, but they had to pay taxes and serve the Israelites.
This verse shows that the tribe of Zebulun failed to completely remove the Canaanite people from their territory as God had commanded, instead allowing them to stay as servants who paid tribute.
📚 Historical Context
This occurs during the period after Joshua's death when the individual tribes of Israel were supposed to finish conquering their assigned territories in the Promised Land. God had commanded the Israelites to completely drive out the Canaanite peoples to prevent their pagan religions from influencing Israel. However, many tribes found it easier to make the Canaanites into tribute-paying subjects rather than fully removing them.
