And the LORD delivered it also, and the king thereof, into the hand of Israel; and he smote it with the edge of the sword, and all the souls that were therein; he let none remain in it; but did unto the king thereof as he did unto the king of Jericho.
The LORD also gave that city and its king to Israel. Joshua completely destroyed it with the sword, along with everyone living there, he didn't let anyone survive. He did the same thing to that king as he had done to the king of Jericho.
The writer is describing how God gave Israel another military victory, where they completely conquered a city just as they had done at Jericho.

In the Book of Joshua, the Israelites were in the midst of conquering the Promised Land of Canaan, as God had commanded them after their exodus from Egypt and years of wandering in the desert. Joshua, as their leader, was directing military campaigns against various cities, including Libnah, which was attacked following a coalition of kings who had allied against Israel.
