Moreover I will deliver all the strength of this city, and all the labours thereof, and all the precious things thereof, and all the treasures of the kings of Judah will I give into the hand of their enemies, which shall spoil them, and take them, and carry them to Babylon.
I will hand over all the wealth and strength of this city, along with everything the people have worked for, all their valuable possessions, and all the treasures of Judah's kings to their enemies. These enemies will plunder everything, take it all, and carry it away to Babylon.
God is warning that He will allow Jerusalem's enemies to completely strip the city of all its wealth and treasures as judgment for the people's disobedience.

This prophecy was given around 605-586 BC when Babylon was rising as the dominant world power under King Nebuchadnezzar. Jeremiah was warning that Jerusalem would fall to the Babylonians because of Judah's persistent rebellion against God and worship of false gods. This warning would be fulfilled when Babylon conquered Jerusalem in 586 BC, destroyed the temple, and carried away the treasures and many of the people into exile.
