And the LORD of hosts shall stir up a scourge for him according to the slaughter of Midian at the rock of Oreb: and as his rod was upon the sea, so shall he lift it up after the manner of Egypt.
The LORD of armies will raise up a punishment against him, just like when He defeated Midian at the rock of Oreb. And just as He used His power over the sea, He will raise it up in the same way He did against Egypt.
God is promising to defeat Israel's enemy using His mighty power, just like He did when He rescued His people in the past.
📚 Historical Context
Isaiah was prophesying about God's judgment against Assyria, which had been oppressing Israel. The verse references two famous victories: God's defeat of the Midianites through Gideon at the rock of Oreb, and the parting of the Red Sea during the Exodus from Egypt. These were powerful reminders to the Israelites of how God had delivered them before.
