That which is gone out of thy lips thou shalt keep and perform; even a freewill offering, according as thou hast vowed unto the LORD thy God, which thou hast promised with thy mouth.
Whatever you have spoken with your lips, you must keep and do. This includes any voluntary offering that you have promised to the LORD your God, whatever you have committed to with your own words.
God is teaching that when you make a promise to Him, especially a voluntary one, you must follow through with your words.
