And thou shalt lay them up in the tabernacle of the congregation before the testimony, where I will meet with you.
You must place them in the tent of meeting in front of the ark of the covenant, where I come to meet with you.
God is telling Moses to place the staffs in the holy place where God meets with His people, so everyone can see His choice.
📚 Historical Context
This verse comes during the rebellion of Korah, when various leaders challenged Moses' and Aaron's authority as God's chosen leaders. God instructed that twelve staffs (one from each tribe) be placed in the tabernacle overnight, and whichever staff budded would show whom God had chosen as His priests. The 'testimony' refers to the stone tablets of the Ten Commandments kept in the ark of the covenant.
