Therefore I will make Samaria as an heap of the field, and as plantings of a vineyard: and I will pour down the stones thereof into the valley, and I will discover the foundations thereof.
So I'm going to turn Samaria into nothing but a pile of rubble in an empty field, like ground that's been cleared for planting vines. I'll send its stones tumbling down into the valley and strip everything away until even the foundations are showing.
When God says it's over, it's really over, down to the bare foundation.
