This command was given during Israel's wilderness wanderings after leaving Egypt, when they lived in a organized camp around the tabernacle. The previous verses in Numbers 5 describe various forms of ritual uncleanness, including skin diseases, bodily discharges, and contact with dead bodies. God's presence dwelling in the tabernacle at the center of the camp required maintaining ceremonial purity throughout the community.
