This verse comes during Moses' speech about the consequences of the Israelites' rebellion at Kadesh-barnea, where they refused to enter the Promised Land after hearing the spies' fearful report. Of the twelve spies sent to scout the land, only Caleb and Joshua trusted God's promise and encouraged the people to move forward. As a result, God declared that the entire generation would die in the wilderness except for these two faithful men.
