This command comes during Israel's time in the wilderness after leaving Egypt, when God was establishing the Levites as the priestly tribe to serve in the tabernacle. God had previously claimed all firstborn sons as His own because He spared them during the final plague in Egypt, but now He was accepting the Levites as substitutes for the firstborn of all the other tribes.
